Spread the "overnight special" rate between different customers

A recent status blog post suggested links were becoming saturated at 0200 when the very cheap rate kicks in.

Presumably this is because lots of people have jobs that kick off at 0201 or whatever, and then only run for less than an hour. I suspect for most people, whether that happens at 0200 or 0300 makes little difference.

So how about making the overnight rate 0200-0500 for half of your customers, and 0300-0600 for the other half? I reckon that would instantly move half of the scheduled tasks an hour later, and probably solve the problem. I suspect most people don't need the full four hours.
