Shared pan-customer-base known spammers list

Have a database accessible by the web to which customers could add details of known spammers. Including : record types are i. from email addresses with wildcards, ii. (lists of) IP address ranges, iii. regexes for subject lines.

Suggest also: 1. saving names of contributors and making them public to other AA customers so spam intel could be discussed; 2. upvote +downvote; 3. a facility for recording complaints about errors and assertions that senders are in fact legit, and if so, how so, (anyone who is causing a nuisance should be recorded); 4. facility to add arbitrary notes to entries including to other people's contributions; 5. ditto facility to add abuse contact addresses.
