Announce planned engineering work clearly

There have been a lot of occasions in the past year where there has been "Planned" engineering work by AAISP that has either been unannounced or not announced obviously (i.e. in the status news section, or tagged on the end of an outage section).

It would be useful if PEW was always announced clearly and in the correct place.

When you view a specific line (editline.cgi on clueless) any BT PEW is listed there (not that it's terribly helpful because it's always so vague) - maybe merge than and include A&A stuff too - perhaps with a column to say whether it's BT, A&A, O2, Three etc. Requires a bit of database work of course.
