Have a test SMS button on clueless

Often it comes up on IRC that SMS notification doesn't happen in some instance that you'd expect it to, so the question becomes 'is it working at all, and have I configured it right'. The ability to send a test SMS notification when this happened would be very useful.

We have re-written the notifications, it's more reliable, and logs more. It will back-off sending messages in the event of potentially a flood going out (ie, in the case of a flapping line). This should be OK now.
