LNS ICMPv6 local link ping

Currently it seems the LNS won't reply to ICMPv6 ping on their local link address. It would help router support and failover capabilities if it was to answer them.

Details:

This is not ideal because some router software like pfSense automatically ping the gateway that is given to them. The LNS returns the local link address so pfSense pings that one. This means pfSense thinks the gateway is unreachable and it starts spewing errors after errors...

I have been told by the support team to force a special address to be used instead (2001:8b0:0:81::51bb:51bb, the clueless server address) but this requires a manual configuration and it also means I am not detecting the failure of the link itself (which is why by default local link addresses are preferred in that scenario, at least for the IPv6 case).
