Include a night-time tariff on the Home::1 package

The Home::1 package has a fixed download allowance each month which is much simpler than other tariffs and great for home users, but there is no incentive to schedule large downloads at times when the network has low utilisation. I could schedule large downloads for 2am but I use up the same amount of allowance as I woud if I download at 2pm. It would be useful to have a reduced rate, such as 5GB usage counts as 1GB of allowance, between 2am and 6am. This may help to shift some heavy usage away from peak times.
