automatic email on change of sync speed

We get emails when lines go up or down, however we don't when the TX rate is adjusted.

Recently, my line (a longish one) dropped from ~2.5M to ~1.5M, but I only noticed a few days later when I logged into Clueless to check something else. Had I known I could have power-cycled the ADSL modem earlier and improved the speed.
