Tweak the 1571 SIP "Set Voicemail Outgoing Message" Feature

Some visitors to our house (typically babysitting our baby twins) will sometimes miss a call, and (being used to BT) they dial 1571 to retrieve voicemail. We would be fine with that, except that on AAISP SIP, dialling 1571 re-records the outgoing voicemail message. This is possible unintuitive for people who know the BT Answer 1571 service.

I don't know how quickly our visitors hang up when they realise that 1571 isn't what they expected. But anyhow, they keep wiping out our outgoing voicemail message. So callers who get diverted to voicemail on no answer, just hear a second of silence followed by a beep.

Suggestion: change the 1571 workflow to be something like "If you want to play your OGM, press 1. If you want to re-record your OGM, press 9. Otherwise, just hang up".
