PEW warnings shown in clueless to be linked to advance KCI alerts

Currently clueless shows a warning about relevant planned engineering works and other forthcoming outages. Suggest this mechanism should be linked to KCI alerts, perhaps a day and also an hour say in advance of the PEW start time. Obviously it has to be well in advance as the customer might never get the alert if left too late. Note: warning _at_ the time of outage alone is no good - I had BT PEW which completely took out the basestation even, as well as all DSL lines, so even KCI _SMS_ alerts that were too late would not have got through.
